Remington & Vernick Engineers (RVE) is pleased to provide this status update regarding various capital

and planning projects in the Township. Bold and italic fonts include the most recent project action.

Capital Projects

1. General Engineering (PBNTT036)

A. DVRPC Regional Streetlight Procurement Program

• Michael Fuller presented to the Board on 4/26/2023 and the Township is moving to the design

phase of the project.

• The Phase 2 Kickoff Meeting was held on 6/7/2023. Light system auditing begun 7/3.

• Michael Fuller anticipates a presentation to the Board in October with updates on the project

specifications and results of the audit.

• RVE and Township Staff had a meeting with Mike Fuller on 11/1/2023 to review the design

specifications. The next Board presentation and resolution to move to the construction phase

is tentatively scheduled for December 2023.

B. Newtown Creek Pedestrian Bridge – Local Share Account Grant

• RVE is working with Newtown Borough and the Newtown Creek Coalition to prepare the LSA

Grant Application for the Newtown Creek Pedestrian Bridge Project.

• RVE has prepared a draft of the grant application for review. RVE anticipates the Township

will review the grant resolution at the second October Board of Supervisors meeting.

• The Borough and Township have passed grant resolutions and the application is being

finalized for submission ahead of the 11/30/2023 deadline.

2. Lower Dolington Road Multi-Use Trail (PBNTT026)

• RVE is working with the Township Contractor regarding schedule to return to the project site to

continue construction. The RVE survey crew will be assisting the Contractor on 4/10/2023.

• The Township Contractor plans on returning to the site to finish construction mid-May 2023.

• Construction is underway.

• Final Punchlist was issued to the contractor on 8/24/2023. RVE is coordinating with the contractor

on punchlist items to be completed.

• RVE has a meeting scheduled with the contractor on 10/12/2023 to review final punchlist items

and schedule for completion.

• The Contractor has begun addressing punchlist items on 10/27/2023. RVE is currently

inspecting the work performed.

• Contract Administration work continues.

3. 2023 Liquid Fuels Road Program (PBNTT037)

• RVE has the roadway locations from J. Schiavoni and will begin preparing the bid package for the

2023 program.

• RVE is currently finalizing the project bid package and is seeking authorization to bid.

• The project is currently out for bid with the Bid Opening scheduled for 3/15/2023 at 10:00AM.

• Bids were opened on 3/15/2023 and the project was awarded on 3/2/2023. RVE is currently

preparing the contract documents for execution with the Township and Contractor.

• The Pre-Construction Meeting was held on 6/6/2023.

• RVE submitted documents to PennDOT for Liquid Fuels Approval on 6/6/2023.

• PennDOT Liquid Fuels approval was obtained on 6/21/2023. RVE is currently awaiting a schedule

from the Contractor.

• Construction is underway.

• Construction is complete. RVE is coordinating contractor payments and closeout

documentation.

4. 2023 MS4 Services (PBNTT038)

• RVE has begun the annual tasks for 2023. Overall tasks include improving the source inventory,

performing outfall inspections, and compiling information for the annual report.

• RVE is currently preparing the annual report which is due to DEP on 9/30/2023.

• RVE submitted the Township’s annual report to DEP on 9/26/2023.

• RVE is coordinating with BCCD for meadow conversions at Roberts Ridge Park and Silver Lake

Park as part of the Township’s permit.

5. Business Commons Sidewalk Project (PBNTT035)

• RVE attended the multimodal grant project kickoff meeting with Township staff and PennDOT on

6/2/2022.

• RVE is currently preparing the Environmental Document required that supplements the PennDOT

Multimodal Grant Agreement.

• RVE is currently reviewing the draft grant agreement provided by PennDOT, as well as finalizing

the grant funding breakdown with PennDOT for the agreement.

• The grant agreement has been finalized and is being reviewed by the Township and Solicitor prior

to execution.

• Project design has begun following grant agreement execution.

6. N. Sycamore Street and Silo Drive Crosswalk Improvements (PBNTT039)

• The Township has obtained special funding through Keystone Communities for the signal

improvements at this intersection. Grant agreements have been executed. Now that funding is in

place, RVE will begin design plans for the RRFB signal design. RVE is preparing a proposal for

services for the design of the RRFB.

• The proposed ordinance to reduce the speed limit of Sycamore Street is for the Board’s

consideration on 2/8/2023.

• Design is underway for the RRFB.

• RVE is preparing the ARLE grant application for funding for this project. RVE submitted a scoping

document to PennDOT and received PennDOT feedback on 5/31/2023.

• The ARLE Grant for project funding was submitted to PennDOT on 6/29/2023. The grant

guidelines reference a December 2023 notice of award or denial of funding.

• RVE continues to prepare design plans for PennDOT approval.

• Draft signal plans have been prepared and are in the internal QAQC process. Prior to submitting to

PennDOT, RVE will review the signal plans with the Township.

• RVE provided the draft signal permit plan to the Township on 9/8/2023 and incorporated Township

and Police Department Comments. RVE will submit the signal permit plan to PennDOT for review

and approval.

• The signal permit was submitted to PennDOT for review on 10/11/2023.

7. Newtown-Yardley Road and Tara Drive Crosswalk Improvements (PBNTT040)

• RVE is currently reviewing options to improve the pedestrian connections at Tara Boulevard.

• RVE provided the Township with a sketch for improvements at the Tara Boulevard entrance which

included increased pavement markings and flexible delineation posts. The Township Public Works

began work on the proposed improvements on 9/30/2022.

• RVE is currently reviewing available incident data from the Township Police Department and is

reviewing options of reducing the speed limit and adding additional pedestrian flashing crosswalk

devices.

• RVE has performed field measurements for site distance and has collected speed data from the

intersection from 11/17 to 11/22. RVE is currently reviewing the data to make recommendations

on possible mitigation.

• RVE provided the Township with Technical Memorandum’s, dated 12/6/2022 and 12/21/2022,

regarding the speed limit reduction as well as the installation of RRFB’s.

• The Township Solicitor has prepared a draft ordinance for the speed reduction along Newtown- Yardley Road. RVE will provide the Township with a signage plan for installation.

• The speed limit reduction ordinance was reduced.

• Design is underway for the RRFB.

• RVE is preparing the ARLE grant application for funding for this project. RVE submitted a scoping

document to PennDOT and received PennDOT feedback on 5/31/2023.

• The ARLE Grant for project funding was submitted to PennDOT on 6/29/2023. The grant

guidelines reference a December 2023 notice of award or denial of funding.

• RVE continues to prepare design plans for PennDOT approval.

• Following discussion at the July Board Meeting, RVE is reviewing the RRFB options (post

mounted or overhead) with PennDOT while concurrently preparing traffic signal plans. Prior to

submitting to PennDOT, RVE will review the signal plans with the Township.

• RVE provided the draft signal permit plan to the Township on 9/13/2023 and incorporated

Township and Police Department Comments. Pending no comments received from the Newtown- Walk residents, RVE will submit the signal permit plan to PennDOT for review and approval.

• The signal permit was submitted to PennDOT for review on 10/27/2023.

8. Boiler Upgrades to Administration Building and Public Works Building

• RVE is currently working on preparing bid specifications for upgrades to the Township boilers.
