II. NEWTOWN TOWNSHIP REGULATIONS
• Municipal Separate Storm Sewer System – “MS4”
Ø Sewers are maintained by the Township through a Permit Program administered by
Pennsylvania Department of Environmental Protection.
Ø The Township is required to implement Minimum Control Measures (MCM) as required
by the permit.
MCM #1 – Public Education and Outreach on Stormwater Impacts
MCM #2 – Public Involvement / Participation
MCM #3 – Illicit Discharge Detection and Elimination
MCM #4 – Construction Site Stormwater Management
MCM #5 – Post-Construction Stormwater Management
MCM #6 – Pollution Prevention / Good Housekeeping
Ø The following watersheds within the Township were identified with an impairment.
Neshaminy Creek – Nutrients and Sediments
Lake Luxembourg – Nutrients and Sediments

A. Township Standards
• §22-101 - §22-1311: Subdivision and Land Development Ordinance
• §26-201 – §26-288: Stormwater Management Ordinance
B. Applicability
• What is a regulated activity?
Ø Land Development
Ø Subdivisions
Ø Alternation of the natural hydrologic regime.
Ø Construction, reconstruction, or addition of new impervious or semi-pervious
surfaces
Ø Redevelopment.
Ø Diversion piping or encroachments in any natural or man-made channel.
Ø Nonstructural and structural stormwater management BMPs or appurtenances
thereto.
Ø Prohibited or polluted discharges.

V. TYPES OF STORMWATER MANAGEMENT FACILITIES
• Rain Barrel
Ø Stored water is recycled for lawn and garden irrigation.
Ø Commercially available or can be assembled from scratch.
Ø Should be emptied in between storms to be effective.

• Dry Well / Seepage Bed
Ø Pre-fabricated chamber units available from various vendors.
Ø Suitable in soils with capacity to infiltrate stormwater.
Ø Popular in Newtown Township with pool application permits.

Ø Select native plants and seed mixes.
Ø Provides a safe overflow.
Ø High maintenance in terms of landscaping.

• Infiltration Trench
Ø Runoff is stored in stones and then infiltrates into the soil.
Ø Size can vary to accommodate rain events.
